From <strong>1 September 2025<\/strong>, several Member States will require a complete <strong>Entry Summary Declaration (ENS)<\/strong> in ICS2 for all goods entering by truck or train\u2014including postal consignments\u2014<a href=\"https:\/\/trade.ec.europa.eu\/access-to-markets\/en\/news\/ics2-extends-entry-summary-declarations-ens-rail-and-road-transport-1-april-2025\" target=\"_blank\" rel=\"noopener\">with <strong>no national derogation<\/strong> in place<\/a>. If you\u2019re a UK shipper, haulier, forwarder or postal operator routing via these countries, you must be ready to file in ICS2 (or, where allowed, embed the safety &amp; security data in an NCTS Phase 6 transit) before arrival.<\/p>\n<p>[\/vc_column_text][vc_text_separator title=&#8221;&#8221;][vc_column_text]<\/p>\n<h3><strong>The quick take<\/strong><\/h3>\n<ul>\n<li><strong>Scope:<\/strong> Road and rail movements into\/through the EU now fall under ICS2 Release 3 (ENS before arrival).<\/li>\n<li><strong>Key dates:<\/strong> Deployment window runs <strong>1 Apr 2025 \u2192 1 Sep 2025<\/strong>; after that, mandatory use applies.<\/li>\n<li><strong>No-derogation countries:<\/strong> The table below lists the Member States that <strong>did not<\/strong> request a derogation\u2014and how you must file there from <strong>1 Sep 2025<\/strong>.<\/li>\n<li><strong>Timing rules:<\/strong> If using ICS2 ENS, file <strong>\u22651 hour before road<\/strong> arrival and <strong>\u22652 hours before rail<\/strong> arrival (where ENS timing applies).<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_text_separator title=&#8221;&#8221;][vc_column_text]<\/p>\n<h3><strong>Where ENS in ICS2 becomes mandatory from 1 September 2025 (no derogations)<\/strong><\/h3>\n<p>The following Member States <strong>did not<\/strong> request a derogation for ICS2 road\/rail and (where applicable) for NCTS Phase 6 \u201copt-in\u201d. use of <strong>NCTS-P5 ends 31\/08\/2025<\/strong>.<\/li>\n<li><strong>Postal consignments<\/strong> by road\/rail also require ENS in ICS2 from 01\/09\/2025.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Use of <strong>ICS (legacy), NCTS-P5 or any other IT system<\/strong> to lodge the ENS in these countries is <strong>not allowed<\/strong>.<\/p>\n<p>[\/vc_column_text][vc_text_separator title=&#8221;&#8221;][vc_column_text]<\/p>\n<h3><strong>What UK traders and carriers should do now<\/strong><\/h3>\n<ol>\n<li><strong>Check your routes for 1 Sep 2025 onward.<\/strong> If your EU entry border is in a no-derogation Member State listed above, plan to <strong>file ENS in ICS2<\/strong> (or, if the member state is <strong>opt-in<\/strong>, you may embed the safety &amp; security dataset in an <strong>NCTS-P6<\/strong> transit lodged within the ENS time limits).<\/li>\n<li><strong>Mind the clocks.<\/strong> Where ENS timing applies, file <strong>\u22651 hour<\/strong> before <strong>road<\/strong> arrival and <strong>\u22652 hours<\/strong> before <strong>rail<\/strong> arrival.<\/li>\n<li><strong>Pick a filing route:<\/strong>\n<ul>\n<li><strong>System-to-system<\/strong> via the <strong>Shared Trader Interface (STI)<\/strong>, or<\/li>\n<li><strong>Portal filing<\/strong> via the <strong>Shared Trader Portal (STP)<\/strong> in the EU Customs Trader Portal (EUCTP).
